Once, the state of Jin was plagued by a prevalence of thieves, which greatly troubled its Marquis.

He was overjoyed to learn of a man named Zheng Yong, who could identify thieves simply by observing their appearances. The Marquis was confident that this would soon eradicate theft from his land.

However, Zhao Wenzi warned that this method could not exterminate theft. Before long, the thieves banded together and killed Zheng Yong. Zhao Wenzi then advised the Marquis, "If Your Majesty truly wishes to end theft, you must select virtuous and talented individuals and entrust them with important posts. When everyone in court is well-bred and governance is clean and just, the populace will be influenced, fostering good social customs. Once people develop a sense of honor, there will be no thieves at all."

从前,晋国盗贼横行,这让晋侯非常苦恼。

他听说有个叫郄雍的人,能通过观察盗贼的面貌识别他们的罪行,心中大喜,以为很快就能将全国的盗贼消灭干净。

但赵文子提醒他,这种方法无法根除盗窃。不久,郄雍被盗贼们合谋杀害。赵文子于是向晋侯进谏说:“大王若想彻底消灭盗贼,就应选拔贤能之人,委以重任。只要朝廷人人有教养,政治清明公正,民众自会受到感化,从而形成良好的社会风气。当人民有了羞耻心,就绝不会再去当盗贼了。”
